Sat nam. If you intend to grow it in observance of Sikhi: (1) grow it / don't cut it anymore. How long your hair will come to be is dependent on your individual genes, but at some point it will stop growing in length. When that is also depends on your genes. Some folks' hair grows fast, others slowly.
(2) You can cover it now. You don't have to wait to cover it. You might need some keshdhari Sikh to give you advice on how best to cover it until you have enough for a jura on top of your head. I have seen turbans on men who don't keep kesh, so I know it can be done.
