is it ok for a woman who is amritdhari to still remove her facial hair if she is too uncomfortable in her natural state?

Facial hair does not belong on a woman. If ahe has facial hair their is probably some glandular imbalance. You can check that out with a medical doctor.

It is not aceptable to remove hair on any part of the body for one who is Amritdhari. The hairs can be lightened. It the condition is really severe, then some medical removal can be considered.
